By BILL LAITNER A decade ago, Oakland County's oldest and largest homeless shelter was battling for survival. Pontiac city officials, hoping to rid their downtown of vagrants, tried to evict Grace Centers of Hope from its leased quarters in a former post office. City Hall's feud with the shelter -- culminating in unannounced building inspections and a surprise police raid -- vaulted Pontiac to No. 6 on the list of the 12 Meanest Cities in America for 2001, compiled by the National Coalition for the Homeless.
